Following the principles of “Overall planning, Balanced Development, Market Guiding, Administrative Promotion, Multi-Stimulation, Key Breakthrough, Innovating mechanism and Rousing the initiative”, the XPCC concentrated highly on augmenting the farmers’ incomes, increasing the competitiveness of its agricultural products and upgrading industry level. The diversification patterns of the planting, stockbreeding and specific horticulture have evolved. The advanced agricultural technologies have been widely spread. The operations of special cash crops are moving in the new direction of enlarged and industrialized scales. In 2006, agricultural annual output value hit 30.81 billion yuan, an increase of 12.7 % over last year. The annual grain output reached 1.5 million tons, up 4.5 % over last year. The annual output of cotton exceeded million tons, covering 50 % of Xinjiang’s total. Mechanization level of the agriculture was 85 % and the area of water saving irrigation come to 800 million mu, which was 53.5 % of its whole sown area.
